The NPC that checks your karma is located east of the Giran Cross. He is the guy on the blanket. It is important to note if you don't have level 1 karma, he will not tell you your percent. Here you can see I started at 48 percent of level 1 karma.
The Demon Temple is located northeast of Windawood Castle. As you can see here, the map provides some good landmarks for finding it for the first time.
Inside the Demon Temple are some lesser demons that are noticeably weaker the lesser demons in ToI.
I was a dope and did not screenshot the NPC who redeems the fragments for Karma, but he is basically just straight ahead after you enter the Temple. He looks like another Lesser Demon but is standing still off to your left. You can redeem fragments 1 at a time, 10 at a time or 100 at a time.
I gave the NC 30 fragments and went back check my karma again. You can see below the result was a gain of 30 percent at level 1 karma. It is worth mentioning, a friend who is at level 3 karma and working on level 4 karma reedemed 149 fragments and got 3 percent.

Given how many bugs there
Given how many bugs there are (most of the dungeons cannot even be entered yet to be tested) I would say we are a ways off, but nobody really knows how close they are behind the scenes.

How many of these lesser demons did you have to kill to get the fragments?
The fragments from the
The fragments from the Demons seem to drop about the same rate as regular frags.
It is the regular frags you use to get the current karma though. The demon frags you redeem in ToS to get the new karma (I think for the amulet)
