Those two numbers 3/2 on bows, mean absolutely NOTHING. It could say 1000/1000 and it wouldnt make a difference.
They dont effect anything. The only things on a bow that matter are the +Damage and the +hit.

Obviously a dex elf wont need as many hit bonuses, so they could use something with more damage (Sayha, Kaiser, Yumi) but a con elf will need hit bonus so they would go with something like Bowgun.
You can have all the damage in the world, it doesnt mean a thing if you miss. You can hit all you want, it doesnt make a difference if you arent doing any damage. So balance the two, not missing is the most important thing, when you have no problem hitting, go for the damage.
