Now, some guy was on global before saying that he was cancelled for no reason on FVBeach. He apparently is a real noob to Lineage, and almost died to all the mops that then swarmed him. I talked to him and I believe that he's actually really new and not someone's 47th new character.
If you want to harress someone why not pick on someone that's a good fight? Why cancel someone who's minding his own business and then talk about how it's your right to do this and he's a noob. Well DUH he's a noob. The folks who like to play that stuff won't pick on anyone who's at all tough, as they know that those folks are going to fight back and hard.
If you want to make the game all about bothering new people, then don't be surprised that there are no new people here. People complain about the lack of new players, and here's a genuninely new one and he's being bothered by someone who doesn't know when to log and go do something else. We NEED new people: they are the ones who will actually hunt the mith and iron and wafers that all you way too uber to do so folks want. Encourage new people don't be all about how uber you are to them. Odds are people doing that cancel nonsense are not at all very high level...the high level folks kill mops, they don't cancel noobs.
If you like to cancel people, go to a seige and do it there. Be all uber till the time when you are swarmed by some genuinely uber siege goers. Or save cancel till someone starts in with you. Although...I still prefer to just kill dogs. Cancel seems sort of pointless when I can get doggie drops from someone who thought my drops were his. ^^

As far as Windy5 goes I spoke to him and he told me that you twice cancelled him near the IGG. He had no idea why you did this. Rather than tell me about it, why don't you find out why he and his friend picked up your drops. I suspect he had no idea that they were your drops. He really is a new player and not as Godly are you are yet. I'd cut him some slack.
On a non pk server you can't pk anyone even near the IGG. You can kill them but they won't lose experience. At some point, if you do it enough, he really can complain to the monitor that it's harressment, so odds are that your best bet is to not cancel him, but to try to explain why you are so angry with him. He seemed like a reasonable person, and if he is taking your drops, I bet he'll back right off.
Most of this crap is due to simple misunderstandings. There are exceptions such as GYSV whatever's team, but most people really aren't that bad or evil at heart. I'd really hate to see a genuine noob quit the game at a time when so many have left for Lin2 or are prepared to leave for WOW. That's my biggest concern, not that he might have accidently picked up a btele in Oren. Even I cut people some slack in FV, as tempting as it is to kill their dogs in a few hits. I try to find out if they accidently picked up a drop or if they're doing it to see what they can get away with. Accidents do happen: even I'll admit that. ^^
