I've seen people buying +10 yumi/tsu, etc. But I've never seen anyone actually have one. Are +10 weps/armors worth the number of tries it would take to make one?

There are many +10 weapons
There are many +10 weapons around, as well as a some higher than that. As far as being worth the cost it takes to make them, it depends on the weapon. Yumi and Tsu are, but something like a +10long sword would be no where near what it cost to make.
Notus is part of the Elven Sayha Xbow quest. More information on that is available in the quest guide on the bottom of the right hand navigation.

+10Bowgun hits same strength as +9Yumi. If you are after damage, your money could be better invested. But the bowgun offers the ability to use a shield as well as increased hit bonus. Most elves that could afford a +10 bowgun are already high enough level that they dont miss much tho.
So its a balance between how much damage you want to do or how much you want to take.

Kaiser Xbow at the moment is the highest damage dealing bow. Then Sayha Then Yumi. But alot of it depends on the plus. Also, lastabad heavy xbow is as strong as yumi, but with +2hit. Also for you non elves, many people dont know that the Orcish bow is a Yumi with -1hit. But all classes can use it.
