Well, Aras is a little town in France (which is twinned with Ipswich, my hometown in England).
Still, that's not actually very helpful. As far as we're aware, there's no such thing - perhaps you mean the Amulet of Iris... Some very handy mage-bling, giving +3 to Charisma!

Actually, there is an item
Actually, there is an item called "Amulet of Aras"...my wife (Valarium) has one in her inventory. Not sure when or where she got it, but she's had it for over a year. Behavior wise, it's similar to a quest item in that it cannot be traded or stored, nor can it be equipped.
The icon is rectangular, bright red, and has gold engraving. I inquired about this item about a year ago and was told it is luck related (increases luck), but that's all I have been able to find out. Maybe Fracas or someone can shed a bit more light on it?

A bit more info on the amulet of Aras. Vala recalls that it was given to her by Aras, an NPC who stands beside the entrance to the elven dungeon, but she can't remember what she gave him to trigger his giving her the amulet (I know, not a lot of help, but at least we know where/who it comes from).
