So I'm looking to start a new elf to add some more fun to the game. If I do not plan to take it any further than level 50, What stats should I choose?

Hmm...I thought about that....but wasn't sure what element line would fit that setup best...I guess i'd use a bow (b/c damage bonus) though a sword could be fun too.

Yup. Water + 18 int is a pretty solid combo. It's a silly type of character build and offers a lot of quirk advantages over other elves.
However, if you are not going to level past 50, dex is another solid option. That being said, not leveling past 50 is something difficult to avoid once you reach it. So be warned, best laid plans of mice and men and all that...

Con elves are highly
Con elves are highly over-rated before 50ish. They are just so much weaker in all aspects but health pool than other elves. Wis elves have more mp to heal with and better mp regen making them more durable overall (assuming you don't die before healing yourself), int elves have more powerful and cheaper healing spells which makes them similar to wisdom elves . Dex elves just plain kill faster and if you are getting hit a lot, you're doing something wrong.
Con elves really are the ultimate elf IF and ONLY if you are leveling way past 50. Please do not take this as anything other than personal experience. Elves aren't tanks...even the best ones aren't as good as a knight or a dark elf. So if that's what you are doing with your elf, it's probably a good idea to re-evaluate the way you use your elf. Even solo, the hp difference between a con elf and other elves is not significant enough until you are in situations where your elf probably shouldn't be tanking anyways (or at least not getting hit much).
And for reference, I'm a level 65 con elf that added to int. I melee...a lot (almost exclusively)...but even I know that when it comes to real tanking, it's a job better left to someone else. Don't get me wrong, when I have a dedicated healer I'm more than capable of doing anything a knight or DE can. They just can do it longer without running out of steam.

Either DEX or INT. Full DEX will allow you to level very fast, jump over to OWL with a +6 hbow and noob armor, once lvl 25 hunt DV at day...
Full INT makes it a little harder in the beginning but once you got VT you can hunt FV. At lvl 40+ you can hunt IT8 - farm IGs and LAs and cast lighting till all gone :P
For INT get you an INT-Ammy and (if possible) Pirate Set and Mith Dagger (+1SP) that way you'll greatly improve your SP.
Be warned! Both elves are really fun to play - you may not want to stop lvl them at 50 :P
I tank cougar with my elf,
I tank cougar with my elf, lol... nothing else hits hard enough to keep agro off a elf spamming t-shot... they're much better tanks than knights to btw, considering i can get 100mr, 40 ele resist, and good ac with 1 set of gear, knight couldn't even pop 100mr, no ele resist and junk ac w/all mr items, only way it could tank anything on 50f was with royal buff (this is all lv47~49) was with royal mr buff... elves are by far the best tanks in the game atm, since they can pop 100mr+ele resist with ac set, and with mage healing them, nothing same lvl can break agro on b2s/tshot spam with a healer, until you get up into the lv55+ where DEs can pull it, then up in the 65+ where knights can start taking it.
