What do you use them for and how many do you really need to do what you need to do with em and where do you go to use them?
I kinda sorta know they are for earrings but other than that im completely clueless about them.

For 10 Frags of Soul stone, and if you have level 1 karma, you can teleport to Sanctuary of Evil using the Agent of Varlok in TOS.
For 1000 Frags + a Head of Chaos, and if you have level 1 karma, you can create a 'Key' to the second floor of TOS.
For another 1000 Frags + Head of Death, and if you have level 1 Karma and 1st floor key, You can create a Key to third floor TOS.
Coming next Episide, you can trade your Frags at a ratio of 1 Frag will reward 100 Karma points. I have been told that approximately 100 Frags will get you Level 1 Earrings. Though you do not have to trade frags to obtain karma.
What should you do with your frags? You should sell them to Thorrin or I! We will buy them off you =)

Frags are not for earrings. Earrings are obtained every time you gain a level of karma and speak to the proper NPC (assistant of varlok in SOE.) Karma is obtained from killing mobs in ToS and/or SoE. In coming episode you will be able to trade fragments for karma. Karma level cannot be view and there is no graphic/text box message to alert you that you have made a new karma level. For level 1, you can only check by the agent of varlok in ToS 1f, by speaking to him, when his text changes from Grrrr to offering to make 2f and 3f charms or teleport you to SOE, or going to SoE and seeing if the 'of varlok' mobs attack you... when you have reached level 1 karma they will no longer be agressive to you. For subsequent levels of karma the only way to determine if you have gained the next karma level is to speak to the assistant of varlok in SoE to atempt to get the next level earrings. When you speak to him, don't forget to un-equip your current earrings, as when you obtain new earrings he takes your old ones, and if you have them equiped he can't take your old ones, so you will not get new ones. Next episode there is suposed to be a new NPC that will allow you to check your current karma level in town, without having to travel all the way to SoE. There is no word out yet if he will give the % to next karma level you are currently at, just what karma level you are at, or if he will even be in the US EPU release because NC Soft REFUSES TO TELL US ANYTHING ABOUT ANY UPDATES COMING. If you speak korean, taiwanesse, japanese or chinese you can goto their respective lineage sites and find out what the npc tells them there, and that will likly be what we see here.
The frag prices for charms/teleport by sk8 are correct, but you should also note that you can also get to sanctuary of evil by going through resistance village and running there. You can get to RV by either by teleport from NPC inside diad fortress while it is owned, using a return to resistance village scroll while in recluse village or using a teleport to large cave scroll from anywhere normal teleporting is allowed. Depending on your server 10 frags cost is usually 2~5 times the cost of a return to resistance village scroll, and if diad is open, it is free to run there.

Yes... in the next episode there will be an NPC that will tell you the % you are at on your current lvl earring. The pot shop right of giran cross, and the BUM that sits on the rug and begs for some change just right of the pot shop is the NPC that will become the % teller (I am not kidding) So there you go, good ole bum finally found himself a job haha

I have heard a few different things for getting to SoE in the next episode too, maybe someone can comfirm, but apperently the 10 stones becomes 5 next episode to go SoE, and once you're lvl 3 karma and higher it becomes free... not sure, but I heard those things... so any cofirms would be great

But again, all of this is 3rd and 4th hand speculation, and theres no telling what we will actually see in US because NC REFUSES TO TELL US ANYTHING.

Got my level 1 earring the
Got my level 1 earring the other day.
According to what coronis posted and the math i did, i need 69% xp worth of followers of chaos for my next earing.
I got the level 1 at 58% so i guess i wont be seeing that till level 51 unless i die way more than i want to.
I was selling all the extra frags i was getting but now seeing that i can turn them in for additional karma in the upcoming update i guess i will be holding on to them. My goal is for the level 3 earring i doubt that i would ever get any higher than that.

o.O, followers of chaos for lvl 1 and 2 earrings took me like a total of 80%....
The karma level adds up, so
The karma level adds up, so once you got karma level 1 (10000), you need to end the same number of followers again to get level 2.
At level 49-64 you need to end ~145 followers to gain 1%. 5000 Followers will give you karma level 1. If you only hunt followers then....
Karma level 1 = 35% exp.
Karma level 2 = 70% exp. (or 35% if you start counting after karma lvl 1 again)
Karma level 3 = 350% exp. (or 280% if you start counting after karma lvl 2 again)
Karma level 4 = 1750% exp. (or 1400% if you start counting after karma lvl 3 again)
I don't post level 5 because you'll not be able to make karma level 5 just with killing followers, lvl 4 is already insane (straight from lvl 49 to 66)
For karma level 4 and higher you better hunt SOE or TOS 2f-3f.

alot more ppl get level 4 earrings from followers of chaos, as TOS 2f 95% of what you kill is followers of chaos (exact same mob as outside 1f, 'cept doesn't drop anything) theres only a few people that goto SoE for karma, as the karma from there is only mildly better than the karma in 2f due to slow kill speed on priest of corruption vs super-fast kill speed on follower of chaos, and the XP is drastically slower. Only about 20% of the ppl with lv3 or higher earrings I've met, did it in SoE (and almost all of those were mages TUing), another 70% in ToS 2f, last 10% or so on 3f (most of the 3f did 2f 'til lv3 or 4, then did lv5 in 3f though, and most of them ended up banned anyway)
After level 2 earrings, unless your either lv70+ melee with a heal bot, close-to-max-int mage (for SoE), or have a ToS 2f charm w/friends, its not really practical to go for higher level earrings.
and as for how karma is split in party, no 2 people will agree. Most say either last hit gets the karma, or it is split by damage dealt to the monster. Most conclude just healing does not pull any karma (which would make lvling karma for mage very hard, if it wasn't for the fact that mages can go SoE and spam TU spell scrolls), regardless a mage only healing on 1f or 2f is most likly just getting xp not karma.

thereabouts.... at about 90% prolly go down and check when diad is open... I wouldn't waste money to get there, jus go down and check whenever someone takes diad, once you think your close/at new earrings.
was like 1month after I thought I had lv3 earrings before someone (us) finally took diad, and i was able to get them heh.
