There is a post at GameAbout with a damage comparison table for the spell Destroy with the new stat system.
The table shows how much damage the spell caused with 18 - 39 INT against an elf with 70% MR, 100% MR and 150% MR. The columns are min, max and average.
Looks like the damage output doubles at 39 INT compared to 18 INT while SP seems to be caped(?).
The difference between 100% MR and 150% MR seems to be marginal. Not sure if they only counted successful attacks or not.

In theory, there should not be any difference between 100 and 150% MR since for damage spells 100% means you block half the damage at all times, and you can accomplish nothing more. The difference you do see, since it is marginal, may just be coincidental difference in the damge rolls.

It is also possible that while remaking the stat-system they have also redone some of the calculations of how things work. So even at the moment for damage spells the 100% MR is the max you can go, it does not necessarily mean that's the case in the new system.
For me it seems the half damage rule is not present in those test results because the max damage caused is not near the double of minimum, but in most cases the max is quite a lot less than 2xminimum. So I would believe also some of the formulas to calculate things has been changed. In this new system it seems the MR is indeed calculated as some kind of portion for damage reduction, not as the old way as a chance to only cut the damage to half. But will follow these news with interest to see how it really is :)
I would also like to know how many casts they made per Int+MR combination just to have some kind of clue of the reliability degree of the test.

I wonder how likely it is that I we will get this on Ken. I would love to be able to have 39 int.
It's still on
It's still on Korean-Test-Server. People complained about the lack of info about what higher stats will provide. Therefore a few days ago they changed the reroll system so people can do it as often as they want.
Until it goes live in korea, no one knows if it will hit all servers or if they open a new server with the new system. There are still many open questions, like what will happen with your additional elixir points, because currently you can only re-roll the base stats and those you get at lvl 51+...
All signs point to one of
All signs point to one of two options...
Option 1: All servers end up with it. Starting in Korea and spreading outwards till eventually we get it.
Option 2: No one gets it beyond that testing.
Though at the moment, Option 1 seems more likely. Thats a lot of work to put into something to throw it all away in the end. And they wont make it on just one server or set of servers and not the others... Or Korea will have problems worse than NCA had with two rule sets. LOA vs Korea RuleSet differences pale in comparison to the differences between this new reroll stat system and the system we have now... That is in a sense, two seperate games they would be coding for. A Lineage with 35base stats and a Lineage with 25 base stats are drastically different.
