Rotate based on the seniority of the server. was my choice but in the end I do not care as long as they do Rotate each time. That is fine by me.

Hehe - rotation makes sense. It's nice to play test from time to time but no one will stop playing his/her main char on live server just because its available on test too.
I'm sure it's fun for some time and people will be motivated to test the new content when they haven't been able to do it last time. Therefore the rotation system is a good idea in my eyes.

Yeah, I also thought that for usual testing the rotation would be good way to go. No matter for what the rotation is based on because as soon as the rotation is started, every server gets their turn.
In special cases of extraordinary content the most fitting server could be chosen if that would considerably up the chances for in-depth testing.
Of course I do not understand why NCK has not implemented system that would allow people to create good enough characters to test whatever content is needed to be tested. Example an additional feature into character creation that allows setting the starting level of created character. For live servers that could be set as 1, for test server it could be set to whatever currently needed. I believe NCsoft has used similar things in test servers of other countries, but because they are not using it here in US I believe that solution has been some kind of manual database thing or something and not really a true implemented feature?
Alternatively (also suggested before I think) NCA could use some small map, like in the Diamond sword quest, to fill with level-up varmits. At the entrance to this cave you would have NPC handing out basic gear. To enter in the cave you have to talk to guard at entrance who lets you in only until given level. The space would also have guards to tele you out after you reach given level.
But the live database copy is of course extremely effortless for the staff and does it's purpose in testing, so guess that's also OK solution. Could be better tho ;)

I have suggested in the past
I have suggested in the past that they simply change SI and HV on test so that the test dummies give varmint level exp and the cap is higher before you get booted. It was suggested that a guard has to see you before youget booted so you would also have to change it so there are more guards around the dummies to make sure nobody gets past the level you want them to be.
I would argue that should be in place for every test or at least the tests right before mid-level publishes.
For major publishes, however, I believe the server rotation is the way to go. Take the quiver bug for example. If everyone is just leveled high to test, there might not be anyone with the time or inclanation to make a Sayha's Xbow. With the database copy, everyone starts with their existing gear (including Sayha's Xbows) so more elements of the publish will be subjected to testing.

Would work also that way and makes sense. The dummies are already there and would need only simple adjustment for the exp they give and the max level you can get to by hitting them. Still some way to get basic gear and spells would be also handy to get right on to testing.
I kinda meant that above thing to be on top of the database copy so people who are not selected that time to use their real chars, or who only have low level chars to start with, can create a new but still effective character in test. And again when the special testing period is over either the normal or that upped level system could be used without the database copy.
When with database copy there's part of the people with the chars they have been developing for years, they might have more willing to go into the sandbox to try things out when comparing to situation where everyone would start with new characters. And of course there's also that advantage you pointed out that then people would have also the more rare stuff to test, things related to them would be tested more certainly instead when only the basic gear are handed out.
But might be NCA ain't willing to do that kind of extra work just to get more people to test things. But the suggestion you gave with training dummies would not be that much extra work in my opinion.
