I noticed there is a discussion going on at the lineage.com forums regarding the Minion of Elindaire not being in the game. Wards mentioned that Lyzira confirmed that the Minion is currently broken.
I find this very odd as I killed the minion (on Sunday I think) to get my piece for the SoM. At first I did not think the minion was up because I was r-tele'ing all around the 1st floor and didn't see any light aura like Baell Zaer has (similar to the caspa group). As this was my first time doing the new SoM quest I checked on Lindb again to make sure I was in the right place. Once I confirmed this I r-tele'd around some more and still wasn't able to find the minion (still looking for that aura). Finally I got frustrated and was about to leave, when I opened up my inventory to click a b-tele I noticed there was a Dark Elf "hiding" behind a wall (meaning the wall was blocking being able to see her). I also noticed she does not have an "aura" which makes it much more difficult to see her in the dark cave (dark elf morph in a dark cave is hard to see IMO).
My feeling on the subject is this, perhaps she is very hard to see, so people thinking she should be easy to find get frustrated when they do not locate her quickly. However, I don't think that the people who do this kind of thing a lot (making SoM's) would be subject to making that mistake. Nonetheless, this was my experience being an older player coming back and doing this quest for the first time.
Anyway, I got her and made my SoM and I'm happy to have one again. Sorry I don't have any SS to prove what I am claiming, but honestly at the time I was doing the quest I didn't even know this was an issue or I would have. And I don't really feel like there would be any reason for me to lie about this anyway, although I guess some people might.

Its not just that she is hard to see.
It used to be you could kill her, and she would respawn very fast. She was up nearly everytime you went looking for her unless someone had just killed her before you. Heck, a few times when I was making SOM', there were already Orbs on the ground from people that had killed her while hunting roughs and left the orb on ground.. and she was walking around too.
Then after Episode 5 changed Elven Cave... She seemed to no longer be up most of the time... She is suddenly rare to find.
SOM Price has gone up since then, and you see a lot less of them in GTV. Both indications that something is wrong.

I can confirm that she does spawn very rarely as well. I killed her on Ken about 3 weeks ago. It was extremely frustrating though, and I ran into a few other players in EC who were making routine checks for her as well. I checked for her every hour for about 6 days before finally getting her. There is speculation that her very rare spawn times compared to the other SOM quest mops has something to do with Glarielle not spawning anymore either. I certainly hope they fix the elven caves for the next release. If you managed to find her on your first trip to EC, consider yourself very lucky.

Light radius would be a nice fix when this issue is looked at
People on test server, she (used to?) drop 1-5 of the item so if your lucky you might get to make 5 if you can catch her
